Abstract
Report discusses nutrient discharge permitting and the variety of potential approaches to establishing effluent limits for nitrogen and phosphorus. An overview of current practices is highlighted, along with a few key issues facing wastewater effluent dischargers. The report includes additional approaches to nutrient discharge permitting that provide greater flexibility, while still arriving at limits that are protective of water quality. Depending upon site-specific circumstances, combinations of these approaches to nutrient discharge permitting may provide the best overall way to meet water quality objectives in a cost-effective manner.
