Provides guidance and tools for drinking water utilities to use in evaluating costs and benefits of public/private partnerships. Covers a spectrum of partnership alternatives such as outsourcing of services and transfer of ownership, for the purpose of optimizing utility services that fulfill long-term customer requirements.
