Facilitated Research Services - Leverage Our Research Management

This program enables subscribers to the Foundation’s research subscription program to access the Foundation’s research management expertise.  Water utilities often require research to solve local, regional or niche issues.  Oftentimes, however, subscribers lack the time and/or expertise to manage research projects or they may encounter site-specific procurement process difficulties that delay or preclude the execution of needed research.  In these cases, the Foundation is available to manage these projects on an at-cost basis.

The management process for research funded under the Facilitated Research Services is fully funded by a specific utility or group of utilities.  Participants derive benefits from the Foundation’s process including independent management of research, the credibility added to the results provided by the Foundation’s established and respected research management processes, and tailored communication of research results.

In order to enhance the timeframe within which a project can be funded, the Foundation will maintain a cadre of prequalified research contractors eligible for funding under the Facilitated Research Services Program. 

Contractors interested in providing services to subscribers must be prequalified for this program.

How it works

  • Project ideas can come from subscribers (or groups of subscribers), WaterRF staff who identify common issues among subscribers that which are not addressed by the Foundation’s research planning processes, or from unfunded projects identified by the Research Advisory Council or other mechanisms.
  • Projects may include traditional research efforts, the convening of workshops and/or panels of experts to address an issue of interest to a subscriber or group of subscribers, development of state-of-the-science documents on given topic(s), identification of appropriate researcher(s) to assist subscriber(s) in addressing concerns or other activities to support subscriber needs.
  • Projects typically are procured through a competitive RFP process. In some instances a project may be sole-sourced to a prequalified contractor.
